CCRC Supports Historic Agreement on Affordable Housing and Community Investments in Denver

The Community Collaborative Research Center (CCRC) supported a 15-month long process of deliberation for a Community Benefits Agreement (CBA) between the Ball Arena Community Benefits Agreement Committee (BACBAC) and the Kroenke Team, which oversees the redevelopment of the Ball Arena site over several decades. This milestone agreement outlines a vision for transforming the arena’s expansive parking lots into a mixed-use and mixed-income community with greater multi-modal connectivity and numerous public amenities and small business opportunities.

The CBA includes numerous economic, physical, and social commitments that will benefit the residents on the site, the surrounding neighborhoods, and the entire city and region. Highlights include:

  • 18% of all rental units will be affordable at <70% AMI average

  • 18% of all homeownership units will be affordable at 90% AMI average

  • Enhanced bicycle and pedestrian connectivity including connection to 5280 Trail

  • Equitable Business goals with 20% of contracted businesses held for small, minority, or women-owned business owners

  • Denver residents from low-income census tracts will get First Hire opportunity for all construction jobs

  • An early learning center will be located onsite, serving at least 150 children
